It shall be the duty of every regional committee—

(a)to investigate to the best of its ability every case referred to it by the Managing Committee and to submit to the Managing Committee with all reasonable dispatch a report on each such case together with any recommendation which it may think fit to make thereon;
(b)to bring to the notice of the Managing Committee any case within the limits of its area which it may consider to be deserving of assistance from the Fund notwithstanding that no application for assistance has been lodged in respect of such case.
